DSN/ODBC on CF server

Before I submit a ticket, I wanted to confirm that we still need to have tech support create database connections to use with ColdFusion.

YOu can do via CP, but ti takes until a CF restart for them to be active, if you need them quickly, TT is best.

Are CF restarts done often, or just when there's a problem?

Just when there is a problem. Otherwise many every 48 hours.
